    During the 80s and 90s, I believe, several of the model railroad manufacturers jumped on the bandwagon  by releasing limited edition 12 packs  of freight car kits.  The car (Road) numbers generally did not match their open stock item although they might have repeated the type of car, Road name, paint Scheme Etc. This car is from one of those 12 packs now long discontinued like pretty much all kits.
